Sagarmala Projects
As part of the Sagarmala Programme, studies and strategic assessments were conducted. The initial project list was derived from the Master Planning of Major Ports and other projects identified during strategic evaluation. Subsequently, the projects were added based on the meetings of National and State Steering Committees of Sagarmala and in consultation with all relevant stakeholders. Further, certain project proposals were also received for funding from various implementing agencies. Projects aligned with Sagarmala objectives were made part of the Programme. Realignment of projects is carried out at regular intervals based on monitoring and consultation with the implementing agencies.
Projects under Sagarmala are being implemented by relevant Major Ports, Central Ministries, State Maritime Boards, State Governments and other agencies.
PPP:
As per the cabinet note of the Sagarmala Programme, “All efforts would be made to implement those projects through the private sector, and through Public Private Participation (PPP) wherever feasible.” In case the project may not be implemented on PPP mode, implementing agencies undertake the investment supported through appropriate business case. Accordingly, there are 121 projects worth Rs. 2.4 Lakh Cr. under Sagarmala Programme, which have been undertaken in PPP mode. 32 PPP projects with investment of ~Rs. 45 Thousand Cr. have been completed and remaining projects are under various stages of implementation and development.
Equity:
As a part of institutional mechanism under the Sagarmala Programme, Sagarmala Development Company Limited (SDCL) was incorporated in August, 2016 to assist project SPVs set up by the Central Ministries / State Government / Ports / State Maritime Board etc. through equity participation. So far, SDCL has already invested an amount of Rs. 542 Cr. in 5 projects through equity participation. All the projects have been successfully completed.
Internal Resources:
A significant number of projects under the Sagarmala Programme are executed using the Internal and Extra Budgetary Resources (IEBR). Projects focussing on various pillars of Sagarmala Programme are being executed by MoPSW Agencies including Major Ports, utilizing their internal resources and expertise to drive economic growth and maritime infrastructure development in the country. Under the Sagarmala Programme, there are 167 projects worth ~Rs. 36 Thousand Cr. which being implemented by Major Ports through IEBR, out of which, 109 projects worth ~Rs. 12 Thousand Cr. have been completed and remaining projects are under various stages of implementation and development.
Grant in aid:
Projects with high social impact but lacking in financial returns, as well as those where Public-Private Partnership (PPP) funding is not viable, are funded through the Sagarmala Scheme of the Ministry. Partial funding assistance as grant-in-aid is provided for various projects, including fishing harbour development, coastal community skill enhancement, coastal cargo and tourism infrastructure, port modernization for better capacity and efficiency, rail track upgrades, road widening to alleviate congestion, and Ro-Ro / Ro-Pax infrastructure for urban water transportation.
Under Sagarmala Scheme for grant in aid, MoPSW till date has funded 176 projects worth Rs.11,700Cr. Ministry has sanctioned ~Rs. 4,700 Cr. for these projects. Out of total projects, 59 projects worth ~Rs. 3,500 Cr. have been completed and remaining projects are under various stages of implementation and development.
Overall Sagarmala Programme:
Overall, currently there are 839 projects worth investment of ~Rs. 5.8 lakh Cr. for implementation under the Sagarmala Programme by 2035. These include projects being implemented through various funding arrangements including Equity, Internal Resources, Grant in Aid, PPP mode etc. Out of which, 262 projects worth ~Rs. 1.4 lakh Cr. have been completed and remaining projects are under various stages of implementation and development.

The implementing agencies are responsible for various aspects of project development and implementation under the Sagarmala Programme, including preparing Detailed Project Reports (DPRs), conducting subsequent appraisals and obtaining sanctions, arranging funding, and ensuring timely execution. The progress of Sagarmala projects is regularly reviewed at multiple levels through meetings including National Sagarmala Apex Committee, State Sagarmala Committees and Maritime State Development Council etc.
